Every city has a Zoomies cap — the number of pups who can live there happily. Grow past it and the extras turn Grumpy and refuse to work.

Raise the cap with happiness buildings, worked luxury resources, friendly Dog Parks, and the right regimens. War drags on everyone: weariness turns to Grumps at home.
