The Sniff Network (Trade)

Every city earns +1 Treat per other city in your pack (up to 3) — the domestic Sniff Network.

Open your borders to a pack at peace and the Network goes abroad: +2 Treats per partner in every city, up to two partners. War slams the trade gates shut with the borders.
